Urgh. I forgot how much I hated those meetings. Especially on servers that rotated through lists and shit for guilds. It was worse in PvP games, having to VoiP hop from server to server and relay crap. Noooo thanks.
Oh yeah, it’s most definitely a thing. I think I attended a grand total of 2-3 in my 8 years on WoW and that was definitely by choice. Those things were a huge pain in the ass, regardless of what server you’re on or the people that are part of it. Even if everyone is the good kind of guild leader instead of the dick measuring kind (highly unlikely) its still far too much leadership in one place at one time to be productive, as everyone is used to being in charge.
It’s a pretty specific thing. In PvP, a lot of it came down to alliances needing to discuss major plans. You’d get a bunch of guild leaders in one server and it was kind of a trial. Then during actual operations you’d have runner officers relaying information from VoiP to VoiP, etc.
Some servers also have lists for contested content, making sure every guild gets their fair share of it in PvE. So they’d have meetings to set it up, discuss problem guilds, etc. Every server is different of course, but they definitely exist–and I definitely avoided both PvE and PvP versions of these meetings like the plague. 😛 Unfortunately as the typical SiC, I didn’t often have a choice.
I’ve never experienced this nor heard about it fro any friends, but I’m guessing this is an attempt to keep prominent guilds in the same faction from competing for resources, getting them to work together for world bosses, things like that.

Depends on server. Many servers actually have a rotation list set up for contested content, so instead of fighting between guilds you have them cooperating and shifting between who clears what each week. It can be a logistical nightmare, particularly if someone wants to buck the trend.
It was actually a bigger thing on RP and RP/PvP servers than PvP servers. People got together to plan server wide RP events or even entire RP/PvP campaigns with plots and storylines and 10-20 guilds participating across a dozen zones.
It sounds amazing until you actually get down to it and realize that nobody is playing the game as a job and nobody is going to spend the time required to actually coordinate something that massive correctly. Leading to butthurt people, bad blood, and festering wounds between guilds that never heal.
Every few months on my RP/PvP servers, some new dude, be they an asshole or a visionary (or both) would decide to go about making one of these massive guild leader meetings/RP-PvP campaigns. And every time, it would inevitably fail.
