Mind you, Orhan’s still potentially in play…it seemed rather anticlimactic for him to just log off at the end of the last arc and never log back in again.
I’m sure he’s still logging in on an alt… as Orhan has such the non-stellar reputation right now, he probably can’t log in on that toon without receiving abuse. Not to say the abuse isn’t well earned 😉 But how better to put nefarious plans into action than on a brand-new toon that nobody knows, therefore won’t see coming? >.>

But he’s the dragon king, not just the king, so the fact that he’s specified as the DRAGON king implies that there are other kings.
